A lawsuit is the latest challenge for a rural municipality outside Fredericton that has been besieged by problems since its creation in 2023.

Marjorie Turner, the former chief administrative officer of Sunbury-York South, is suing the municipality and five former elected officials, alleging wrongful dismissal and harassment that led to her going on medical leave.

Filed on Aug. 18, the lawsuit names not only the municipality but also former councillors Gilles Turner, Matthew Sheppard and Matthew Standish, former mayor David Hayward and former acting mayor Larry DeLong.

None of the allegations have been proven in court. Last Friday, all the defendants jointly filed a notice with the court that they intend to defend themselves.

The small municipality, created in the 2023 amalgamations, includes Beaver Dam, Waasis, Nasonworth, Rusagonis and Charters Settlement.

For Turner, the lawsuit marks a return to court, where she was recently on the other side of legal action.

She was charged under the Local Government Act with failing to provide documents for examination by members of the public. The charges were dropped in early August.

Turner, who lives in Fredericton Junction, had served as the community’s CAO, treasurer and clerk from Sept. 6, 2022, to June 18, 2025, according to her lawsuit.

She was terminated from the position.

In her statement of claim, Turner alleges that the named councillors “harassed” her both privately and publicly.
