A WorkSafeNB review of the Saint John Police Force’s workplace conduct policy recommended “clearer and more consistent staff training on violence and harassment.”

The review was conducted after nine officers asked the Court of King’s Bench last fall to review the full or partial dismissal of their conduct complaints against Chief Robert Bruce by the New Brunswick Police Commission and the Saint John Board of Police Commissioners.

The New Brunswick Police Association had publicly called on WorkSafeNB to investigate whether the police board was complying with the Occupational Health and Safety Act and whether it had met its statutory duty to ensure that the police force’s workplace code of conduct had been implemented and followed.

The advocacy organization had also called on Public Safety Minister Robert Gauvin to conduct a full investigation into the workplace environment of the force, whether the provincial commission was complicit in any non-compliance of the act, and whether it was fulfilling its legislative function as an oversight body.

“Rather than a formal investigation, a WorkSafeNB health and safety officer engaged in a collaborative compliance review with representatives from both the employer and employees to strengthen its existing practices,” WorkSafeNB spokesperson Lynn Meahan-Carson told CBC News.

The review found the code to be compliant with the requirements of the act. “However, WorkSafeNB identified opportunities,” she said in an email, declining an interview.

Investigator confirmed some officer allegations

Nine officers filed conduct complaints against the chief over an 11-week period between June and September 2025.
